Tiering is not caution; it puts the uncertainty where it belongs. Whether the crawl layer is broken, whether content can reach the top ten, whether off-site work will move — all three are unknown before measurement, and the first tier exists to make them known.
What each tier commits
Pilot: a lift in mention rate and average position across a fixed question set, a working crawl-and-index pipeline, and a report that explains the changes. No rank commitment and no traffic commitment.
Full engagement: measurable organic growth plus improvement in AI recommendation placement. Every metric named in the commitment must appear as a same-named column in the report.
Why the first tier cannot be skipped
Beyond position 11 this category returns almost no clicks. Whether content can reach the top ten is unknown before measurement — and a traffic commitment rests entirely on that unknown.
Crawl-layer faults are also only discoverable by measurement. If the site serves a shell to retrieval crawlers, no content commitment holds.
Mapping commitments to reports
Every metric in a commitment needs a same-named column on the same definition. Mismatched names or definitions guarantee a dispute at acceptance.
The report also needs the explanation path: did mention rate move because coverage widened or because placement improved, did traffic move because bands shifted or because new pages got indexed.
